September Meeting MINUTES

REGULAR MEETING
Date: September 11, 2025 Time 9:00 am
President Joe Zumwalt led the meeting with the announcement that Commissioner Brock Yuskis has officially resigned from the Levee District. Candidates are being sought to fulfill the remainder of the term on the commission.

Approval of Minutes of previous month(s)
Zumwalt made the motion to approve minutes for August meeting. Melissa Shriver-Hackamack seconded that motion. Motion carried.
Approval of Financial information for this month
Zumwalt acknowledged the Ameren and Republic Services bills paid through autopay. Zumwalt then made the motion to approve financial information for the month of August. Shriver-Hackamack seconded that motion. Motion carried.
Approval of Current Bills approved for payment
Zumwalt made the motion to approve current bills for payment. Melissa Shriver-Hackamack seconded that motion. Motion carried.
Old Business
Levee Improvement Project

Wetland Project -Newt wil be involved in the wetland project for 3 years to guarantee survival of trees and plants.

Levee North of Meyer - We currently have a plan to address this area. The plan is approved by the Corps of Engineers. The estimated price is $120,000.

It was brought up that Adams County may be interested in releasing its ownership of a small section of county property near the ferry landing. A person in attendance noted that it was part of the buyout in 1993 so it cannot be sold.

Ditch Maintenance

The drainage ditch maintenance has been completed for the year. Zumwalt made a motion to pay the bill to Huston for brush grinding. Seconded by Shriver-Hackamack. Motion passed. There has been a groundhog identified living near the culvert by Norman Dick’s property. We will look into this issue.
Office Supplies, Quick books, website, email updates
The e-mail with the September Agenda went out efficiently this month. The website is also updated.
Equipment/Building Repairs & Parts

Bathroom at South Pump Station - Jeremy hopes to get the waterline to the bathroom installed before it gets cold.

South Pump Station Cooling Issues - No word from Klingner’s Bob Venvertloh as of yet. We expect to hear from him about his ideas for cooling the South Pump Station after the Adams County Bicentennial, as he was busy with that project.

Commissioners were made aware of the need to service the backhoe in the coming weeks.
IRS - On August 20, 2025, Zumwalt received a follow-up letter from the IRS, which informed the commission that the IRS would need another 60-90- days to review the inaccurate letter sent to the levee district. Originally the inaccurate letter asked for the district to pay $500,000. Now the inaccurate letter says the district owes $70,000. Obviously this is also inaccurate as the district is a taxing entity. Zumwalt says he will continue to follow-up as needed.
Excess Interest Money- The commissioners will continue to watch for the last expenses in the levee improvement project to come in. Currently with the project to complete the levee north of UFC, some of the dollars will be needed for that.
Tractor with cab and Loader for North Pump Station- Commissioners and staff will continue to watch for an opportunity to purchase one at the right price point.
Relief Well Testing - Brotke Well and Pump completed a flow test of relief wells at North Pump Station. They will call when in the neighborhood to complete the test for the South Pump Station.
New Business
Corps Meeting—408 permit, Meyer Levee, sand, barges, 5 year inspection
Zumwalt met with the Corps liaison Jennifer McDermott and Brian Schnook. Brian will be deployed for 6 months, which has led to the Corps inspection being delayed to Spring 2026 from this Fall. They discussed 408 permits to ensure the update. Zumwalt also brought the issue of barges at Bryans Crossing to their attention. The barges idle at that location, which may be washing away earth beneath the surface of the water at the bottom of the levee. This issue is now on the Corps radar, with plans to check it two times a year to ensure the integrity of the levee. The corps also talked about their plans to dredge, which would locate sand behind the levee.
Tax Assessments
Zumwalt mentioned tax assessments have went out with payments coming in. He also has called and left messages with landowners who have not yet sent in payments. Those names will be turned over to the County Collectors office for collection.
